Title:  Integrated Master Scheduler

Salary Range for experienced candidates:  $77,490.00 to $119,794 / Per Year
Salary Range for limited experienced candidates:  $56,600 to $119,794 / Per Year

Job Series:

GS-1101 - No educational requirements, but only accepting Very Experienced Candidates Only

GS-1515 - Requires a 4 year degree, analysis and math required, candidates with no experience and up.

GS-0896 - Requires a 4 year Engineering degree, candidates with no experience and up.

Job Summary:

The position is located in the Cost Department of the Research and Engineering Group at the Naval Air Warfare Center. The duty stations are Patuxent River, MD. The Cost Department provides people, processes, tools, technical knowledge, and facilities necessary to provide a clear and comprehensive understanding of Life Cycle Costs and their attendant uncertainties to be used in developing, acquiring and supporting affordable Naval Aviation Systems. Vacancies can be filled at the equivalent GS-13 grade levels and below down to GS-7.  The Full Performance Level for these vacancies can be at the equivalent GS-12 or GS-13 grade levels.


  • Ensure products and services provided to customers are in accordance with established Cost Department policy, procedures, and processes.
  • Provide scheduling expertise in the development and maintenance of government Integrated Master Schedules (IMS) and other schedule related products in accordance with Cost Department Processes and Toolkits.
  • Coordinate Earned Value Management contractual reporting requirements in accordance with DoDI 5000.2 and Cost Department Processes and Toolkits.
  • Coordinate reviews with Director(s) prior to meetings/events where analysis or products represented as department analysis are being presented to high ranking officials.
  • Provide timely and quality analysis of contractor reported cost and schedule data from the Integrated Project Management Report in accordance with Cost Department Processes and Toolkits to support Project Management decision making.

Duties and Responsibilities

Job Duties will include tasks such as:

  • Provide assistance to Integrated Product Teams (IPT) to organize and facilitate project planning activities; 
  • Develop large and complex Integrated Master Schedules (IMS) through interactions with members of the IPT; 
  • Status an IMS via recurring interactions with members of the IPT; 
  • Provide timely schedule performance reporting to support decisions at various levels of the project organization; 
  • Facilitate the controlled change of schedule baselines including analysis, communication and documentation; 
  • Participate and provide input into Program Management Reviews (PMR), IPT meetings, and other program-related events; 
  • Document and improve maturity of customer’s management processes.

Additional specific Scheduling focused tasks will also focus on:

  • Applying the principles of project management; 
  • Customizing Gantt charts; 
  • Calculating and analyzing the critical path; 
  • Creating summary views and filters; 
  • Externally linking project files and managing sub projects; and, 
  • Working in a dynamic environment planning/maintaining multiple schedules at one time.

Required Skills

  • Either a Bachelor’s degree in engineering, business or a related field, or eight (8) years relevant work experience can be substituted for a degree; 
  • Four (4) years of work experience planning, scheduling, and statusing projects; 
  • Proficiency with scheduling tools, preferably Microsoft Project. Experience with other tools such as Primavera, or Deltek Open Plan will also be considered; 
  • Proficiency with Microsoft Office suites particularly Microsoft Word, Excel and PowerPoint; 
  • Ability to establish rapport, gain an understanding of a customer needs, and to help influence decision makers via strong data analysis and reporting; 
  • Availability for Occasional travel within the continental United States; 
  • US citizenship and either an active clearance (highly preferred) or the ability to immediately obtain an Interim Secret is required.

Helpful Skills

  • Ability to facilitate Schedule Risk Assessments and Integrated Baseline Review processes; 
  • Proficiency with probabilistic simulation tools such as Primavera Risk Analysis, Risk +; 
  • Experience with compiling project analysis and information into a portfolio level to support executive level briefs; 
  • Experience resource loading schedules with hours and dollars.
